#14 of The Beginning

So, here is where the first arc begins! Enough of the character development crap, it's time to get to the action. So, here's a particularly long prologue! Enjoy!


_-- [???, 12:24 PM, Satruday, May 12, Unknown Whereabouts] -- _

A pocket watch was seen held by an unknown figure as he gazed at the time. It was exactly 12:.24. "Our message comes in precisely one hour."

--[Bureau Headquarters, 12:25 PM, Saturday, May 12, Lobby] --

It was another busy day at the Bureau, and the workers were frantically running from room to room as they dropped papers, office supplies and coffee mugs around. It was a very stuffy environment and it was very tense. But it was best tense rather than gloomy. The Bureau was very lively.

A certain blonde male had entered the vicinity as numerous waves of workers and interns came across his way, running. The blonde only did his best to avoid everyone elegantly and with no effort whatsoever. Kiyoshi seemed to dance through all the chaos, light on his feet as he seemingly passed through all the obstacles in his way. A lone arm then leaned on the desk of the receptionist.

"Ohayo!~" he shouted in a cheery voice as he held his arm up to wave at the woman in front of the desk. "Anything I should know, Niyoka?" Kiyoshi asked in his usual cheerful tone.

"Ah, Kiyoshi-sama..." the woman who seemed uninterested in the blonde's affairs gazed at her computer and typed on the keyboard as she looked through the files Kiyoshi had in her database. "Looks like Kanpeki scheduled a meeting for you. You best meet him at his headquarters at Kenko Inc. It was very urgent, he said." the woman said in a nonchalant voice.

Kiyoshi thought about such matters, and he knew he wasn't in good terms with Kanpeki at the moment. This meant that this little meeting was something that required his stealthy expertise. What was this now? Was this in regards to small trip he had outside the Bureau? It was rather extended for a one week business trip. And he knew that negotiations there were not very friendly. Even though Kanpeki had told him that this business trip was solely for the advancement of Kenko Inc., Kiyoshi thought his long time friend knew better that no one can lie to him.

"Well, well.. then I'd better go and check up on him. He's always been one to depend on others." Kiyoshi said with a chuckle, as he turned and gracefully danced his way out of the Bureau once more, avoiding oncoming workers at his wake. The lady at the front desk could only stare at the male as he awkwardly left the premises.

"They don't pay me enough for this job." she remarked, sighing as she went back to her work in a disinterested manner.

-- [KENKO INC. 12:36 PM, Saturday, May 12, 225th Floor, CEO Lobby] --

The Kenko Inc. stood as the tallest building in all of Shinzuku City. It was revered as the very first building ever constructed in the city, with the help of the city's founders, Yoshiyuki Kagayaku, Mekiyasashi Kashikoi and Raiji Kizu; the building and several businesses and livelihoods in Shinzuku City has flourished over the years. Kenko Inc. was at the first of numerous medical advancements. Kenko Inc. has produced a prototype of the cure for cancer, and is steadily being experimented on by world leaders. They also developed programs for special people with the rare, non-lethal, non-parasitic virus: Pokerus. Kenko has also provided for numerous hospitals, including the one they own.

The company's CEO, Yoshiyuki Kagayaku is the one of the richest businessmen in all of Japan. And is steadily training his own son in the family business. Although some rising tensions in the family's core, Yoshiyuki did not hesitate to pursue ambitions. This man, is someone Kiyoshi didn't see eye to eye with. Although, his expertise were required in spying other pharmaceutical companies and their progressive research, but only at the behest of a long time friend, Kanpeki.

Although this was the man that took him in and raised him financially, Kiyoshi didn't agree with his.. ideals.

The elevator doors slid as a bell rang at the moment it opened. Two footsteps were heard slowly coming out of the elevator interior.

"Ack, my ears are hurting all of a sudden. Who needs a building this high up? I can barely see the skyscrapers around the block." the blonde complained, digging his finger inside his earlobe, trying to quell the slight pain he was feeling in his ears, due to the high altitude of the building. "And the stupid office isn't even in the top floor, this is just the stupid lobby... it's someplace even higher."

"Ah, Kiyoshi-sama." an esteemed woman greeted the male from the front desk, she seemed to anticipate the male's arrival. "Please, this way." the woman stood up and gestured for Kiyoshi to follow her through the golden double doors. As she opened them, a familiar figure had made itself known. The figure was slender, and wore a shirt, it seemed to have some piece of clothing tied around his waist.

"Ah, Raiki. You've received my message?" Kiyoshi asked, smiling a bit at the male. "And I trust you brought Jason as well?"

"Much to my irritation." the rather enraged male said as he rolled his eyes in bitter disdain. "I'm not his babysitter, senpai."

"Well, you are now. It's been two days and my perimeter checks are getting more dangerous. The city might be at the lead of new age advancement, but that doesn't rule out crime that easily." Kiyoshi explained as he played on the fur locks of his jacket.

"The little squirt can defend himself, I've seen his background check on the Bureau." Raiki responded coldly.

"I'm right here, y'know." Jason said, his expression sneering at both of the two, talking about him right in front of his face. "And what's this on my personal background? I haven't said anything to you, and that's purely confidential!"

"Ohoho, we have connections in places you'd never think, Jason-kun." Kiyoshi remarked as he shook his head at Jason's obliviousness. "And we know every physical aspect of your body. Your height, weight, age, date of birth. We know very well of your abilities, and military training, family, persons of interests you've encountered. That's how broad my spy network is. It's like a spiderweb encasing the whole world. Nothing gets past me, without me hearing or knowing of it." Kiyoshi said with a rather unnerving grin on his face.

"So.. do you know about the.. Soul of Fire?" Jason asked, sweat slowly dripping from his temple.

"...Hm?" Kiyoshi said, tilting his head in a confused manner. "What's that?"

"Oh.. -- ahahaha!" Jason laughed nervously as he tried to keep his composure under the skeptic gaze of the blonde spy. "It's just this Korean manga series I've been reading. You know how Korea and China have different versions of manga, although they're just spelled differently. Manhua, for Chinese manga and Manhwa for Korean manga.. ahaha."

"Oh, that's nice. It seems I rest my case, not everything gets caught in my web." Kiyoshi chuckled lightheartedly as he scratched the back of his head and gave a sheepish grin. Although, it was clear, Kiyoshi had been staring into Jason's disruptive energy and it was evident that he was lying from under his teeth. Soul of Fire, hm? He made up his mind automatically, he was to send an intel scholar team to research on this topic. "Well, Jason. You're here on your first official business as a member of Genova." the blonde said, his smile unwavering.

"Genova? I thought you were called the HTF.. something, something." Jason said, raising an eyebrow at the sudden name change. For a short while, there was an awkward silence surrounded the room, as Kiyoshi and Raiki looked at each other. 'Uh.. did I say anything wrong?' the male thought to himself as he gazed at the two.

"We were considering a better name ever since." Raiki explained in a lackluster manner. But before they could even discuss further business with Jason's new affiliation, the two electric, automatic doors slid open and a gust of warm wind hit the trio's faces as a whiff of outside of air enveloped the perfume intoxicated lobby. The bright rays of the sun prevented the three from seeing the silhouette that walked down the stairs.

"Oto-san and nii-san will see you now!" a female voice hollered out in a rather cheerful tone. It was none other than the voice of Guren.

"So, wait, this fancy lobby room isn't our meeting place?" Jason asked, as once again, he was confused by how the Japanese conduct private matters.

"Before I came here, Kanpeki told me this matter was of utmost confidentiality. And we do not hold such meetings in the Bureau as it is easily attacked in the past. We use a more.. practical meeting place now. And this matter is of grave importance to the Bureau, we still have enemies after all." Kiyoshi said in a rather serious air, he didn't seem to be kidding around a case like this.

"If this is so important, why am I here?" Jason asked, shaking his head. He didn't seem to fit with important people, and neither was he deeply involved in matters like this.

"Like I said, Jason-kun. We know almost everything about you. Your skills aren't something to be handicapped. I know you half-assed our little initiation. Of course, I myself, was holding back as well." Kiyoshi said, chuckling softly. Raiki, with his arms crossed, only ha widened eyes and creased eyebrows as he grew suspicious of the boy before him.

'B-But.. I was giving it my all. Could he know about.. my potentials? No.. that's impossible. No one can detect it with such normal means. This guy's really starting to scare me.' Jason thought to himself a a cold sweat slowly broke through his pores. Kiyoshi's spy networking was an invasion of privacy, but Jason acknowledged that the information he has could potentially break an entire nation to its knees, without the use of violence. The Bureau has a strong ally in its hands.

"Well.. I was giving it my all.. I didn't think I pulled any punches." Jason said, giving Kiyoshi a smile that would negate his suspecting eyes.

"All I'm saying is that you have the potential to grow stronger." Kiyoshi said, another lighthearted chuckle coming from his lips.

'Yeah.. this guy's scary.' Jason thought in his head as another event has caused him to fear Kiyoshi a bit more. "So, shouldn't more important figures be present?" Jason asked, before the situation became more awkward.

"Rest assured that Raiki's father and Governor Kashikoi will arrive shortly. But we must discuss things beforehand and explain the situation when they arrive. They are busy people, after all." Kiyoshi said, reassuring Jason of this event's authenticity. He was not the type of person to give out false information to trusted parties.

"Wait.. Dean Kashikoi is also the governor of Shinzuku City?" Jason asked, a bit perplexed. The man's accolades never fail to surprise him.

"You'd be surprised at how many new transferees asked that question." Guren remarked, chuckling a bit. But before their conversation could continue, the golden double doors behind them opened as two police officers in esteemed, royal blue trenchcoats entered the waiting room and lined up in a gesture to present someone. The man entered had a white trenchcoat and inside was a black vest, white long-sleeved polo and a purple tie. His hands were also embedded with black gloves. Adjusting his glasses, the male took a halt at the gathering of four before him.

"I apologize immensely for my dilatory arrival." he said in a rather sophisticated and serious voice. "The city beckons for my presence at other public events."

"Ah, it's no problem at all Kashikoi-sama." Kiyoshi said, greeting the esteemed public figure with a carefree smile as he turned to meet his gaze.

"Kiyoshi-san, I trust that Yoshiyuki-kun and his son has prepared the briefings? What I was informed of was only but a vague description. But I could see the severity of the situation. Many innocent lives may be lost if this group were to succeed in their plans, it won't bode well for Shinzuku." Kashikoi said in a very organized manner, as the three students behind Kiyoshi nodded in response to their pblic officer.

"And ah, I see that my dear students are involved? The youth certainly have been contributing into adult matters of late, hm? Such remarkable initiative." Kashikoi commented as he gave the three a friendly gesture.

"Arigato gozaimasu, Kashikoi-dono." Raiki and Guren said in union as they gave the governor a small bow. Jason awkwardly mumbled the words as his eyes shifted from right to left and bowed in an awkward pose, almost losing his balance at some point. Jason the regained his balance and flush of pink scattered all over his face.

"In any case, we should be heading into Yoshiyuki-kun's office, he isn't one to be kept waiting." Kashikoi told Kiyoshi as he brushed past him and the automatic sliding doors opened. The group and their police escorts reach a airpad and there parked a gigantic blimp that had the words 'Kenko Inc.' on it.

"Th-This is.. This is the head office of Kenko Incorporated?!" Jason exclaimed as he could only gaze at the grandeur and splendor of the giant blimp. It was truly a magnificent work of last century art. Never before has Jason seen a blimp this big, and he's seen war blimps in his time. The blimp's hatchet opened up and two figures came out of the blimp. They were both with lush green hair. Yoshiyuki Kagayaku, the CEO of Kenko Inc. donned his doctor's coat and a pair of red gloves, a green vest and red tie inside the coat. Kanpeki, by his side wore a white suit, outlined with green lines, and a red tie. The two males came to meet the company.

"Konnichiwa, Kashikoi-donno." (Good afternoon, Lord Kashikoi.) Yoshiyuki said as he bowed down to greet the governor. Kanpeki did the same, but no verbal remark came from him.

"No need for the formalities, old friend." Kashikoi raised his palm out as he had Yoshiyuki stand at ease. "It's been awhile since we last see each other on formal business like this."

"That it has, Kashikoi-san." Yoshiyuki said, giving his old friend a warm smile. "Please, let us proceed to the briefing." Yoshiyuki said, as he gestured for everyone to come inside. Raiki, Guren and Jason went in first followed by Kiyoshi, Kashikoi and his four police escorts. The hatchet closed behind them as the blimp prepared to take off for a leisurely stroll around the city.

-- [KENKO INC Blimp. 12:56 PM, Saturday, May 12, Above Shinzuku City, Hallway] --

The blimp's interior was huge, it seemed like it was a floating mansion above a glimmering city.

"So, how about a little educational tour for the young ones, Yoshiyuki-sama?" Kiyoshi said, breaking the silence as the group walked towards the long hallway.

"I expect they want to know about the blimp. My son, Kanpeki can tell us everything about this. He's the one who engineered it, anyway. So I see it to be fitting for him to explain the nooks and crannies of this contraption." Yoshiyuki said, clearly avoiding a task. Kanpeki only responded with a slight glare, as he sighed and tried his best to explain.

"This is Kenko Inc.'s head of operations. We call this blimp the Van Halen, it was engineered specifically by yours truly. We use this blimp so that rival companies cannot ascertain private meetings between our board of directors. Where else but the sky can you be more private? Underground facilities are easily exploited, and people can wire our conversations through thermal transceivers. But up here, radio signals are barely reaching us. We are basically floating a hundred thousand feet in the air. This airspace is restricted to only the Japanese military and our blimp. Although, as long as we don't venture out of Shinzuku City, we won't be shot down." Kanpeki said with a bit of pride. After all, the sole engineer of this aircraft has had to have worked really hard to create this.

"Is it even possible for blimps to reach an altitude this high?" Raiki asked as he slowly walked in between Jason and Guren.

"Yes, although it was deemed impossible for the pioneers. But since our technology has advanced through the ages, we made it possible for this blimp to ascend at such an altitude. I've engineered rockets that can propel us upwards, and I created hover jets that'll allow us to keep hovering above this altitude. We could go higher, but an altitude higher than a hundred thousand could potentially make our heads explode." Kanpeki said as he laughed in a very nervous manner. He then cleared his throat, and proceeded with his explanation.

"Don't worry, we won't go higher than that. We just require to be in this altitude for awhile so we can discuss private matters. The blimp doesn't usually hover at a hundred thousand. It's mostly sixty thousand meters high. But you can already predict how serious this matter is." Kanpeki said, his light tone becoming more and more serious at the last second.

"We're here." Yoshiyuki said as they all stopped at double mahogany doors. A golden plaque signaled that this door was the briefing room as 'CEO Office: Yoshiyuki Kagayaku' was plastered all over the golden rectangle.

-- [KENKO INC Blimp. 12:56 PM, Saturday, May 12, Above Shinzuku City, CEO/COO Head Office] --

"So, to start off this briefing, I'd like to first affirm the attendance of the people present in this meeting. Please take note that this information is crucial and is airtight in its confidentiality." Kanpeki started off as everyone sat on the giant long table, he was particularly placed at the end of the table, where giant glass windows were behind him, illuminating the entirety of the office with the bright rays of sunshine.

"Kizu Raiki"

"Here." the male said in a very uninterested manner as he yawned and crossed his legs.

"Kizu Raiji"

"Kizu-san will be here momentarily, he was just speaking with the chief of police about securing Kenko Inc.'s building." Kashikoi responded, in proxy for his friend. Kanpeki then nodded at the reply of the governor.

"Kagayaku Guren"

"You know I'm here, nii-san." Guren said shaking her head, and giving his brother a little sneer.

"Sorry, just following formal protocol." Kanpeki said, giving a small smile at his sister's comment.

"Kitsune Kiyoshi."

"Present and accounted for." Kiyoshi said, smiling as he rose his hand like a little schoolboy as he gave Kanpeki a coy grin.

"His Excellency, Governor Kashikoi Mekiyasashi."

The white-haired male only rose his hand to signal he was indeed present, as his serious aura enveloped the room. Kanpeki then took notice and checked him on the list. The green-haired male then placed his board down. Kanpeki had finished the attendance check, but then was a little confused as to why the blue haired male was sitting next to Guren.

"Hm..? You're not supposed to be here.." Kanpeki said, as he gave a slight glare at Jason. He seemed to have not notice him come on board. Kanpeki was tasked for this blimp's utmost safety and Jason's presence was a bit intimidating to his secure protocols. He was not supposed to be part of this meeting.

"Don't get your knickers in a knot, Kanpeki. This is Jason Alexander, the kid I told you about." Kiyoshi quickly interrupted before Kanpeki was about to take drastic measures. The fox could already see Kanpeki reaching for the hilts of his twin katana blades. 'Typical Kanpeki..' Kiyoshi thought to himslef as he shook his head.

"Ah, this is your new protege?" Kanpeki said, as his face slowly lightened up. He has indeed heard of Jason's excellent performance in the initiation. He knew what went on there and he had been waiting to see Jason ever since he had passed that trial only yesterday. He was a bit surprised as to why he was present in this meeting; Kanpeki did acknowledge that since he was under Kiyoshi's tutelage, it'd be normal for him to be involved in his affairs. But only one question lingered..

"Jason-san, shouldn't you be resting? The initiation usually takes up a lot of your stamina." Kanpeki said, giving a concerned smile. Jason couldn't help but chuckle at the concern being showed. It has been awhile since anyone has been courteous to him ever since he's been in Japan.

"Well, I really don't feel much of the soreness, since I slept like a log last night." Jason said as he returned the smile towards Kanpeki. But before they could start petty conversation, Yoshiyuki had already taken the spotlight and abruptly started the meeting. Clearing his throat, he began to speak.

"Let us not waste time. Visus could be plotting to know the contents of this meeting, and if we know them well, they're already finding a way to get to this blimp. Please excuse me, Jason-san, but we must start immediately." the male said in quite a hasty manner, albeit a polite one. Jason was a bit startled at the abrupt interruption, but then nodded, acknowledging the urgency of the situation.

"Now, as you know this meeting is to discuss the current situation we have with Visus. Meki-kun, if you will." Yoshiyuki said as he gestured Kashikoi to inform the others of the current plot.

"Visus is a group that has been a thorn in our sides for 6 years now, ever since their public introduction." Kashikoi said as he intertwined both his fingers, looking very focused.

"Visus agents have hacked through the technological mainframe of Shinzuku City. They sent a message through all the screen monitors of the city. And it was an ominous message." Kiyoshi said, as he crossed his arms, closed his eyes and shook his head in disdain.

"I remember that day. I was walking from school with my mom, and there was a terrible rainstorm that day. The sky was completely dark, and that happened. All of the screens showed a five people wearing masquerade masks. And they conveyed a message to give up Shinzuku City or else they would attack in seven years time." Raiki explained as he tried to remember the details of the event. "It was very cryptic, especially since the static was clouding up the transmission. Only one man spoke, the other four in masks look like lifeless mannequins. Expressionless, emotionless. They only stared at us with those dark, empty eyes. The people in Shintaro Crossing were never the same after that day."

"Indeed. It was quite a daunting message. Thankfully, with the help of SCEPTRE, we were able to reassure the citizens that this is nothing but an empty threat. Shinzuku is the most advanced city in this modern era today. We would never yield to some terrorist group." Kashikoi said, adjusting the frame of his glasses. "However, it is not an empty threat." he continued, his tone becoming more darker and darker.

"Visus is a powerful group. We cannot underestimate them. They've already constructed their head of operations in the city of Ushinamichi. It is a rundown heap, filled with criminals and thieves. It seems these leaders of Visus do not know true governance. Their city is a blatant reverse of ours." Kashikoi said, releasing the harsh comment. He truly has shown signs of stress regarding this matter.

"But, our intel shows us that the city is not run by the leaders themselves. They have their own elected leaders. It seems that there are people who wished to rid Ushinamichi of crime; this is Ushina's government, good and noble people, I might add. Visus has been cooperating with the city's government in exchange for financial and military support. Ushina's government is wealthy, their resources have made them a rich country. Albeit, they do not know how to delegate their money to suit an economic advantage." Kiyoshi explained, but not to the point that he would interrupt the governor in a rude manner. "Visus is sucking off the government like a greedy leech. Pacifying the crime rates, but they do not lower. They're controlling it, rather than completely leveling the playing field. And we're no idiots, we know how strong Visus' military power is." The fox stand tapped his foot on the carpeted floor in a nervous manner.

"Hmm.. is there anymore intel you have for us, Kitsune-san?" Kashikoi asked, very much intrigued at the competence of the work Kiyoshi has been doing. A reliable asset, the governor thought.

"I've also learned the identity of the man who works for Visus who has the same occupation as I do. Spymaster. Although, a certain someone here might not want to know." Kiyoshi said while nonchalantly tapping his fingers on the table, acting like that it wasn't that much of a big deal. But the strategist of an enemy group would be a valuable asset for Shinzuku. A preemptive strike could be what Shinzuku need to pacify the Visus once and for all.

"Hm? That's vital information. The identity of the man controlling the operations is a crucial matter. Please tell us now, Kitsune-san." Kashikoi said, seemingly on the edge of his seat for this moment. This may be the leverage Shinzuku City needs.

"Hijiri.. Mitsuhide." Kiyoshi said, a grin plastered on his face, as if waiting to hear the surprised reactions of both parties. Kashikoi's eyes widened as he gripped on his sleeve, looking downwards at the ground, thinking about that name that chimed from Kiyoshi's lips. Yoshiyuki let out a small growl as he closed his eyes, his brows creasing into an irate expression.

"Mitsuhide Hijiri?" Raiki asked, his brow raising in familiarity. Had he heard that name before? It was ringing oddly in his head.

"He used to work for Shinzuku City and the Bureau several years ago when I was younger." Kiyoshi responded to Raiki's question. "That was when he resigned as spymaster of the Bureau, and went on to study the occult. I had to take over and I practically developed the skill. But that was 10 years ago." the male explained while playing with a blonde lock of hair.

"Kiyoshi was prodigious. Commanding armies and taskforces, strategizing battle fronts and skirmishes. All at the age of 12." Yoshiyuki chimed in, crossing his arms as he nodded in acknowledgement. "But.. Mitsuhide's tactical brain was unparalleled."

"Which is why it's a major threat that he's with the enemy, he knows the battle strategies Shinzuku's military has." the governor chimed in, seeming more stressed before. The identity of this strategist did not please him one bit.

"Hmph. You just leave me as head of operations when that happens. I've grown a lot ever since the dark days of Sisutemu." Kiyoshi said, glaring a bit at Kashikoi. There was one thing he disliked, and that was when people doubted his competence. Sure, he would fight in frenzy and might be unstable at times. But as the head, commanding the people, he was a cool-headed strategist.

"But let me inform you Kitsune-san, that Hijiri has grown ever since as well. The pilgrimage he had announced before he left might have given him new knowledge. And we are dealing with the power of the spirits here. Everyone knows Hijiri is the first person before the famed Furui who has unlocked powers to the spirit realm. You've been lacking in such fields as of late." Kashikoi said in a very antagonizing manner, this would hit a nerve from Kiyoshi.

"Are you trying to imply something, Kashikoi-'sama'?" Kiyoshi said in a slightly irritated tone as he poured sarcasm on the honorific, the anger was slowly building up.

"You are incompetent. And I would best be suited to command the forces Shinzuku has and what the japanese military has to reinforce. I might be a little rusty, but the Sleeping Dragon still hasn't retired from strategic battle." Kashikoi said in a cool-headed manner, countering the slowly hot-headed fox; bragging immensely about his title in war, the Sleeping Dragon. A title that has been feared throughout the realm of Rakuen when it was heavily inhabited during the Conquest. And although Kiyoshi had acknowledged this, he simply could not let Kashikoi handle these matters with Mitsuhide.

With the irritation building up inside him, Kiyoshi slammed the desk with his palms as he stood up in an angry fashion. Kashikoi only responded with an expressionless gaze, s if trying to mock and ignore the man's concern.

"I know you're doing what's best for your city, but Mitsuhide has power you've not seen! Before he left, I tried to stop him and he blasted me with spiritual energy I have not seen! He is going to obliterate us, unless I come up with a strategy to counter that! Do not dwell and revel in your glory days! These are circumstances you cannot handle!" the fox has grown irate, and could not keep his head cool anymore. Truly, Kashikoi was one manipulative man. Even the cool-headed Kiyoshi would be powerless before his mind games.

'I've never seen Kiyoshi-san get mad like that before..' Jason thought to himself as he broke in cold sweat. The negative aura inside the room was thick, and he thought that someone was going to get it. He's seen things like these before, but these two. They held such immense power, they could take down a whole city if they fought. Jason was concerned for the hundreds of people in this blimp, he could sense their auras. If these two fought.. well.. it was not going to be lenient on this blimp.

Jason also checked the auras of the others. Raiki had a slightly agitated one, and Guren was disoriented. They were silent, but they could not hide their feelings from Jason's aura. He felt that Raiki was about to stop them from fighting, but his aura was too relaxed to even think--

"Both of you shut up!!" the feline shouted, as he stood up his fists slamming on the table. Jason's prediction was right, this male just couldn't resist not being the centre of attention. But that was just Jason's assumption. It looked like he startled the two, as Kiyoshi grew silent and sat back down. Kashikoi only stared at the teen with wide eyes. "We are here to discuss things about the letter that was sent directly to the Bureau! And not to fantasize about some war that won't happen!" the male exclaimed at the top of his lungs.Then slowly succumbed into a more relaxed state as he crossed his arms. Jason could only gaze at the maturity Raiki displayed, that was very unexpected.

"Now, we have assessed the danger and we must be careful. But we can deal with those matters when we are surrounded with people specialized in those kinds of things. Not when we only have two strategists in the room. We need to be surrounded by actual military personnel. Both of you, don't get it in over your heads." Raiki said, seemingly scolding both powerful beings.

"I will admit, I did provoke Kitsune-san as a release of stress." Kashikoi confessed sincerely as he shook his head. "The situation could affect thousands of innocent people, because of our mistakes in the past. I don't want that past haunting these people. They lived peacefully and worked hard to finally get in place with their status. I don't want to see the hopes and dreams of other people come before the selfishness of these Visus leaders." the governor explained, it was plausible. And being the head of daily operations wasn't a light task.

"I.. I apologize for that outburst." Kiyoshi said, shaking his head, as Kashikoi nodded in acceptance of the apology. "Now, let's get back on track. Kanpeki-kun, you said you had something to show us."

"Ah, yes. But before we get on that, I need to show the letter. It contains a heavy threat. And you wouldn't know how terrified I was to receive this." Kanpeki said, opening the envelope to get the paper inside it.

"I sent Kanpeki as a missive to meet with the Visus leaders and talk through terms about their offer. And they gave him this letter to talk terms." Yoshiyuki explained, seemingly stealing a glance at his son.

"It was pretty intimidating, since they were wearing masks. But it was a bit relieving to see they were masquerade ones, so I could see their lips smacking." Kanpeki said as he slowly pulled the piece of paper out of the envelope. "I'll summarize. Basically they want a top secret drug in exchange for Shinzuku's safety. But this drug, if given into the wrong hands could seriously do some damage."

"Shinten-047 is a drug manufactured at Kenko Inc. that sedates the administrant from using any of his or her's abilities. It is a very powerful drug and we are only in the difficult process of creating an antidote for it. It is extremely volatile as the effects as of the moment are dangerous. It sedates the patient for a moment, then only after several minutes will it send them into comatose." Yoshiyuki explained as he he pressed a button from under the table. A circular hole appeared on the middle of the table as thick fog exited the hole. Then came rising up a containment capsule for Shinten-047.

"I don't know what Visus wants with this, but it is certainly not good." Yoshiyuki said as everyone gazed at the container. Just then, a guard burst from the double doors behind Kashikoi. The two SCEPTRE officers inside the room quickly readied their weapons as they almost assaulted the guard.

"Yoshiyuki-sama! Intruders!-- agh!!" The guard had sent his message but he had been scorched with an unrelenting flame. Everyone inside the office was completely shocked at this. Kashikoi, Raiki, Kiyoshi, Jason and Guren had stood up and assumed their battle positions. But just then from behind, a kick was heard and a loud thud. The group quickly adverted their gaze behind them as they saw Kanpeki and Yoshiyuki laying unconscious on the ground. And a man standing above them, he had black hair, a white military uniform, garnished with a red cape and golden epaulettes. His face was concealed with a masquerade mask.

"Well, we've heard in on more than we could. It seems you have no plans on handing us this drug. So, we're taking it by force. Sorry, to say, but this ours now." the masqueraded male said in a rather boyish tone. He looked very young, but he was actually in his late 20's. He was dangerous and Jason could detect his aura being as immense are Kiyoshi's and Kashikoi's.

Kiyoshi then rose his arm up as a small flame almost burst out, but Kiyoshi's arm suddenly twisted in an inhumane manner. Jason and Raiki were started at this and gazed at the man before them, golden eyes gleaming in the darkness of his mask.

"Arghh!.. Ackk!!" Kiyoshi groveled in pain as if he arm was nailed down onto the table. He couldn't move, as if he was a puppet and the man over there was his master. Kashikoi then took notice, his eyes gleamed a bright pink and the chairs that were knocked over levitated and were thrown at the assailant. But the black haired masquerade only stood there as the chairs were sliced in half. The man was shown holding onto the hilt of his katana.

"Such extraordinary speed.." Kashikoi commented as he creased his eyebrows in irritation.

"Kashikoi-sama, go! We'll handle this!" Kiyoshi said as he continued to struggle from the man's grasp. Raiki and Jason then assumed a battle stance and prepared for a fight.

"No, I cannot abandon anyone. That is my oath as governor and protector of this city." Kashikoi said as he took the metal strappings of the room and transformed them into makeshift blades.

"You sure you're ready, usuratonkachi?" Raiki asked, grinning in a rather motivated manner.

"I don't know what you're talking about." Jason said in an equally motivated fashion. But just then, courses of electricity were heard as henchmen from behind assaulted the governor with electricity. Although Kashikoi was revered as a strong fighter, he was very much susceptible to attacks that are too fast. And these people, they saw Kashikoi's blindspot. No one except people with personal intelligence of him knows where that is, and it is in the lower section of his spinal chord. Temporarily, the governor has been knocked out.

'Ugh, who are these people?' an startled Jason thought to himself.

'Well.. this isn't nerve-wrecking.' Raiki thought to himself as well, seeing as these people meant business.

"Kashikoi-sama!" Kiyoshi exclaimed in a shout of concern. As he took his able arm and tried to lift the dislocated limb of the table.

"It's no use. I own you. I own all of you now." the masked man said as he then turned the tempo up and slowly Guren was brought to her knees, and soon after fighting the control, Jason and Raiki are now glued onto the wall. The man's power is truly omnipotent as he had taken down all adversaries that were said to be the finest of Shinzuku. The man then signaled for his henchmen to take the capsule. The men detached the capsule and returned to their master's side. The three of them turned towards the glass windows but they are again, interrupted.

Just then two more people had arrived onto the office, it was Raiji and a female military officer who looked very distinguishable from the other officers. "Stop, you!" Raiji exclaimed as he readied to assault the King. But as Raiji prepared to attack, the king turned his neck and attempted to freeze Raiji in place with wide golden eyes. But Raiji then closed his eyes, as did the female officer did.

"Well, well, you certainly have done some research." the king echoed, his boyish tone from before being that of a savage man bent on killing.

Just then Raiji felt something cold under his feet, even though he was wearing footwear. Just then he opened his eyes and saw a dark, gaping hole under his feet. And monstrous limbs rose up and grabbed his arms, rendering him motionless. The female officer was also struggling to get free from the chains that brought them down. Her black hair rose as if electricity was enveloping her body. She then released a discharge of purple lightning. But to no avail.

"Ugh.. what are these?!" she growled as her canines were soon lengthening in irritation.

"Teikoku, you're taking too long. Enough with the meaningless monologues." a man from behind the two reinforcements said as he gazed at his pocket watch, it read 1:24. He had brown hair, black armor and a red side cape. His armor was embellished with Spanish tessellations. He then walked across the room and to the side of the assailant. "We have what we need, there's no use meddling with them. Don't tarnish my perfect schedule."

"But we have all of the city's leaders here." the king said, feeling a bit upset. "It's best if we end it here now."

"Our leader wishes for their safety. Let them try, they cannot stop the inevitable." the brown-haired male said, as he took out an axe and swiftly slashed into nothingness. A rift portal appeared and showed another command room of another blimp. "Let's go." the male said as he entered the portal.

"We are the kings of this world lost in guidance. We'll meet again." the black haired male said as he entered the portal himself, and the henchmen followed through, with the capsule. The rift portal closed and with that, everyone had regained control of themselves. Everyone breathed in a hefty amount of oxygen as if they were being asphyxiated. The feeling wasn't comfortable, to say the least. Then a huge explosion suddenly erupted, it was planted by the assailants. One of the hovers had exploded. Kanpeki came to and realized this, he quickly raced out to try and assist the captain.

"Is everyone alright?" Raiji asked, feeling a bit exhausted from that trap. Everyone then nodded as they tried to regain their posture.

-- [KENKO INC. 1:27 PM, Saturday, May 12, 225th Floor, Blimp Repair Station] --

After several minutes, the blimp had made its way back to the airpad as it parked on the huge station on top of the Kenko Inc. Everyone had gotten off the blimp. The group had stayed in the lobby for rest as the nurses of Kenko Inc. tended to any injury they had. Governor Kashikoi was sent to intensive care as his spinal chord was moderately damaged in the fight. Kiyoshi was also sent to intensive care as well due to his dislocated elbow.

Raiki, Jason and Guren sat in front of Raiji and the female officer. Today was truly very exhausting and all in the lapse of an hour? It was very shocking to say the least. But everyone in that room has seen worse. Trauma would be the last thing they would be not familiar with. Their minds were already honed to defend themselves with this event. The female officer then glared at Raiji, as she hit him while the nurses were tending to her sprained ankle.

"Ack! What did I do?" Raiji exclaimed, confused at her action.

"You're so impatient! I would've thought of a plan of action if you didn't barge in so suddenly!" she growled.

"What?!" Raiji protested, still in a confused manner. "Missy, I am your father!"

"As far as I am concerned, I am chief of police! So you take orders from me, 'daddy'!" she barked back as Raiji fell silent.

"Wait.. father?" Raiki said, a confused manner. Albeit, he was very well aware that his father had a child before him, although he hadn't been introduced formally with her. "So.. you're her, huh?" Raiki asked, a bit intrigued to see his half-sister.

"Yes, Raiki. I am her, your half-sister." she said, chuckling a bit as she was mutually happy to see Raiki in person for the first time. "I've been meaning to meet you. I once wanted you to join SCEPTRE so I could watch over you. But father wouldn't agree."

"It's dangerous and I won't allow Raiki to join your shenanigans." Raiji said in a comedic pout as he was suddenly electrocuted on the spot with purple lightning.

"Shut it." the woman said in an uninterested tone.

"Mind if you get to the introductions now, onee-chan?" Raiki said in a rather coy tone as he waited for her to introduce herself. He's heard great things from her through his father. And as a vigilante, Raiki was ecstatic to know that his sister was chief of police. An authoritative figure bent on protecting the city.

"Of course. My name is Fumiko Lisbon-Kizu. Although I prefer being called Fumiko Lisbon formally. I am SCEPTRE's chief of police." Fumiko said as she smiled and looked at her little brother, eyes shining at admiration for her. She was truly happy to see her younger brother after all this time. "I also am currently a college student at Tokugawa High, I've seen you before. Even stalked you, but I wanted to not involve myself in your affairs. So I just watched form afar."

"That's kind of.. creepy. But I appreciate it, onee-chan." Raiki said in a surprisingly relaxed manner.

"W-Wait." Jason then interrupted as a cold sweat broke in, he was so fixated on the female beside Raiji. As if he was seeing a vision of his own mother, a fading image of her mother had been layered onto the female. She resembled her a lot. "L-Lisbon?" he asked, hands shaking a bit.

"What's wrong, Jason?" Guren asked, as bit concerned from the shaking. It wasn't normal for someone to do that, that's for sure.

"Well.. my full name's.."

"Jason.."

"..Lisbon.."

"..Alexander."
