Rise of the Penny's Chapter one: Born Not Made

"Today we see the end of a rein of terror!" A gray furred fox stood at a podium, onlooking a crowd of scared and concerned furs. "We have managed to not only apprehend the one called Hex and we proudly now reveal that they are HUMAN!" The old fox pulled a curtain off of a large glass box behind him, inside was a young woman with amber hair and yellow eyes, indeed no fur, scales, fangs, teeth, or long ears, just a normal human. "I know this devil deserves no less than public execution but, there is a small technicality" The old fox coughed and held up a paper. "As the last remaining female human she is protected by law from execution" The fox spoke softly as though to build up tension, the crowd was nearly rioting the terrorist that had killed so many and caused such chaos was going to walk because they were human.

"IS THERE NO JUSTICE!?" A woman cried out and the crowd repeated. "JUSTICE, JUSTICE, JUSTICE!" The crowd whipped into a frenzy, snarling and howling for justice over those who's blood was spilled in vain.

"AHEM!" The old fox cleared his throat and the crowd fell silent again. "I said we are not allowed to execute her, but there is a fate worse than death... NO worse than hell" The old fox smirked and began to write up a report. "We will see her REJUVENATED AND REFORMED!" The fox thrust the petition into the air. "This is a black level rejuvenation petition, only applicable if oh say... three hundred people unanimously agree to this, the worst level of rejuvenation with barely a limit on the punishment, let her learn our ways, let us guide the human into our era with our loving hands" the old sly fox smirked and handed the petition out, having no trouble getting the signatures.

"Oh.. my you have been spoken against.. you witch, I will see you when you are not but a child, AND THEN YOU WILL MEET MY CANE!" The old fox laughed victoriously as Hex looked up from her amber eyes. "What have you any words?" the old fox tapped his cane against the box. "Any last words Hex... no bitch, yes that will be your new name" The old fox laughed and then leaned in as Hex approached.

"It is not over, you may disable me... you may hinder me but unless you kill me I will return... more powerful, and even more dangerous, and you may call me..."

"Alright bring her in here" A tall vixen named Sally dressed in her work uniform, a lab coat looked a spec sheet. "Jesus, Mary, Joseph this is... HER!" The fox began to tremble a little, everyone knew this woman's name, she was synonymous with anarchy and death, some said she was the reaper herself. "She has to be tough... being the last human" The fox began typing data into a computer, the screen displaying parameters of the revitalization chamber before. "Phoenix" The vixen typed up the slightly ironic name and some papers to be processed later. "What are they thinking, rejuvenating her, she will just be put through the system repeatedly.. beaten, repeatedly" Sally began to feel the hidden remorse that came with her job, sending former criminals to fates worse than hell, to be beaten and abused like that. "No I can't think like that these are criminals tried and found guilty in courts of law... this is.. rehabilitation not just vengeful punishment" Sally told herself as she saw Hex wheeled in.

"Um.. do you understand the charges on you?" Sally read Hex her rights and it was her duty to begin the reform process with the inauguration paddling.

"I understand that you all hate me and wish to see me pay in what you see as equal fair" Hex laughed slightly and hung her head. "You are going to turn me tiny, in a hope that you can diminish my will, my will to survive in this world that has hated me since birth, let me ask you... doctor.. no executioner, are criminals born or made?" Hex laughed softly already knowing the answer.

"Um, you are to be rejuvenated for the crime of mass murder of the third degree, and destruction of private and public property and the general crime of anarchy against the state, you have been found guilty and must atone for these charges by living a second life where you will be, persuaded, to chose a new path in life, or suffer the same fate repeatedly, do you understand your sentencing?" Sally looked at Hex, avoiding answering her question.

"As I thought.. executioner you may pull the switch, it really matters you all have your ideals and I can not change them, only burn and destroy them" Hex laughed as she was forcibly loaded into the revitalization chamber and locked the doors, a white mist came over her as her form vanished, Sally going to work typing in the commands.

"Are criminals made, or born I suppose either way they are criminals, yes I must not deviate from my work.. OH NO!" Sally snapped back to reality as warning lights went off repeatedly. "Oh shit, oh shit if I kill her they'll execute me, or worse send me back to being a kit!" Sally frantically typed and when the hatch released she felt a rush of relief come over her. She turned to see the mist clear, though it was not Hex who stepped out. "I... am in so much trouble" Sally whimpered and walked over helping out a young girl, a young fire haired girl no older than seven with a set of red and yellow eyes. "I suppose Phoenix was a good name for you" Sally chuckled a bit.

"Huh where am I?" Phoenix looked around and looked up to Sally. "Are you my mommy?" Pheonix asked and reached for Sally's hand. "What are we doing here mommy?" Sally slapped Phoenix's hand away. Looking sternly down at her Sally grabbed her hand hauling her over to a table and jerking her up and over it. "Mommy what are you doing, WHY mommy WHY!?" Phoenix began to cry kicking helplessly, the great Hex really was just an innocent child now.

The screens behind Sally flashed red. "Memory load error, Memories erased" Blinked repeatedly an unstable reaction in the coding had caused off of the memories of Hex to fade away from Phoenix. Unlike other penny children Phoenix had no idea why she was being punished.

".. why?" Sally gripped Phoenix and pulled her hand back, noticing a blinking red light. When Sally looked at the screen her face turned pale. "Oh no, this isn't right" Sally's hand dropped and she released Phoenix who sobbed in terror. "I was about to beat... an innocent child, oh my god" Sally was at a moral crossroads, was it right to punish Phoenix for what Hex did... was it right to condemn a child who couldn't remember their crimes, to make them pay for what they have no knowledge of?

".. I'm sorry baby" Sally ran over and grabbed Phoenix who resisted at first but then sunk her head into Sally's soft breast. "Mommy did a bad thing, she thought you were someone else" Sally held Phoenix as she cried it out into Sally's warm cleavage.

"Mommy I was so scared... I wanna go home" Phoenix finished crying and clung to her new mommy. "I'm sorry, if I did something bad" Phoenix looked into Sally's eyes with her own duel colored pupils and smiled softly, not the smile of a terrorist.

"No that's okay, Mommy is sorry, um we just have some paper work to take care of then we can go home okay?" Sally set Phoenix down and began to frantically type on the computer, falsifying documents and other information, if Hex was assumed dead of suicide then, then she wouldn't be in trouble she could quit her job, move away and take Phoenix with her. "Um.. baby can I see something for a minute" Sally noticed something odd on her hands and inspected Phoenix's back, and there they were, two pairs of golden wings sprouting from Phoenix's shoulder blades. "oh.. good lord" Sally really began to panic, not only did she botch what was probably the most important rejuvenation of her life, she managed to alter Phoenix's genetic code to give her wings, she was really a phoenix now, or part one.

"Is something wrong mommy?" Phoenix asked blankly giggling as her back was touched. Sally rushed over and snatched the papers from the printer, grabbing her resignation letter and laying it on her desk. Sally stuffed Phoenix's fake ID papers into her bag and grabbed the girl, throwing on a simple hospital gown and carrying her out of the offices too fast for anyone to see.

"Oh.. my god what have I done, I've falsified evidence, I lied, I stole.... I quit my nice paying JOB!" Sally banged her head against the steering wheel of her car and set Phoenix down. "My life is over, if they ever find out what happened I will be arrested and rejuvenated!" Sally gasped for air, her chest seeming to close around her, that was until a small hand reached out and touched hers.

"It's going to be okay mommy right?" Phoenix seemed so scared, with the right reason's of course. This pulled Sally back into her state of mind starting the car and pulling out of the medical center, then heading towards her home. "Are we going home mommy?" Phoenix watched the cars pass by, such joy on her face.

"Yes temporarily, we're going to get some stuff and then mommy is going to buy us a bigger house, with your own room and a back yard so you can play okay baby, but you have to be quiet for now, please... go to sleep you should be very sleepy" Sally patted Phoenix on her long fiery hair and sighed so many thoughts racing through her head. Phoenix complied promptly and settled herself into the back seat of the car watching the windows as it started to rain, the sound of rain lulling her to sleep.

Sally stopped at the bank and took all of her money out, grabbing everything in a lock box she had for years and canceling all her credit cars and accounts she set off, to find a new life for Phoenix and herself, in one instant it was all flipped upside down her entire life had gone to hell and there she found an angel who had done nothing to deserve what was tasked before her. "I am doing the right thing, I can.... NO I WON'T stand by and let that little angel suffer for the things that demon did!" Sally was so assured that Phoenix was innocent, by her own fault she had given Hex her ticket to freedom. "No Hex is dead she died in the rejuvenation process, she ripped the wires out of the tubing and caused an oxygen rupture" Sally calmed herself and rushed back home to her apartment carrying Phoenix up and depositing her on the couch.

"Mommy... is this home?" Phoenix woke up softly, teetering between sleep and consciousness.

"No baby go back to sleep mommy has to go.. do something" Sally gulped and got back in her car, locking her doors so only SHE could open them. She rushed over to the medical research building, using her card key for access well after operating hours. Sally looked upon it with disgust, what she was about to do what did it make her.

In front of sally was Elane, the first preserved human species. Long since dead Elane was a perfect specimen of the human female in their prime. Sally grabbed a fire extinguisher and lopped it at the window holding Elane erect, with a loud crash the glass came tumbling down, taking Elane's body and loading it into her car Sally paused to think, no sooner than she stopped, alarms were heard going off, the guard having come back from lunch break to find out that the center was robbed.

"No turning back now" Sally swallowed her fear and tore out of the parking lot heading to the rejuvenation center with Elane's corpse in tow. Sneaking Elane in on a gurney Sally managed to make it past the receptionist, into the back offices where a team of investigators were already researching what had happened to Hex.

"Sally good to see you" The old gray fox, Police chief Barnes, grabbed Sally by the shoulder and hugged her hard. "Ah busy at work I see" Barnes laughed and brought Sally to the investigators. "Sally tell the nice investigators that Hex was rejuvenated and sent to her 'loving' foster parents would you, everything went along smoothly and someone just forgot to fill out some paper work, you know minor clerical error" Barnes had such faith in Sally it made her want to cry.

The investigators, a long nosed equine in a gray uniform with a police shield on the right side and a brown furred female rabbit wearing boots and sunglasses eyed Sally up, she was tense. "Is something the matter ma'am" The rabbit spoke first "Detective Jins, Emilia Jins" Emilia offered her hand and Sally took it nervously.

"Um no actually" Sally wheeled in Elane, showing her body to the investigators. "Hex committed suicide, pulling the tubes in the chamber caused a rapid decompression of her internal organs, killing her before she was able to be rejuvenated" Sally lied not opening the gurney. "I'm sorry I really did try to stop her, but.. she was so powerful!" Sally broke into tears, Barnes comforting her.

"There see the poor girl has had enough of a rough day, you may be accustomed to gore and death but young Sally is not, so detectives I implore you cease this investigation, all that matters is that Hex is dead, would have been an ass pain as a penny anyway" Barnes laughed, a very jovial man.

"I see" Emilia tilted her glasses and made a motion, for now they'd believe Sally they had no evidence to suspect she was lying. The equine officer followed Emilia obviously her subordinate.

"Well then what's this all about?" Barnes held up a letter of resignation. "You are our best Rejuvenation officer, I've seen you bring about some of the worst criminals I've had the pleasure of arresting, what's wrong dear?" Barnes was genuinely concerned about Sally, she had always been like a daughter to him.

"Oh.. I am going to apply for a license to rejuvenate penny legally, I already have my penny lined up.. and I see no reason why I should not devote myself 100 percent to this public service, so dear friend this is goodbye" Sally hugged Barnes farewell and left, now able to retrieve Phoenix and start a new life

"Phoenix" Sally jostled Phoenix as the car stopped arriving at a hotel of a least three stars and smiling. "This is our temporary home, until mommy can find us a good one, so be nice to the staff and be a good girl, stay in the room when mommy isn't home okay?" Sally felt a new breath about her, having been absolved of her crimes she felt, at ease.

"Yes mommy I only want to be a good girl!" Phoenix giggled and took her mommy's hand as she walked up to the front desk. "Oh mommy look, fountains!" Phoenix was so impressed pointing out the wonderful structures as they passed them.

"Hello ma'am welcome to the Nexterback Hotel" A rather perky Feline sat at the check in counter leaning over and purring. "What a cute daughter you have... may I ask, is she a penny?" The feline inquired with a sly smile, she had seen her fair share of penny's on vacation they all seemed to be really close to their parents, out of fear or force.

"I hardly see if that is any of your business, but yes she is and what of it?" Sally snapped not to happy with how nosy the clerk was.

"Nothing by it ma'am I was just wondering if you'd be interested in our special penny day care program, we ensure a good spanking before re-educational lessons, then a brief lunch followed by an after noon caning for more serious offenders, and pick up by the pool" The feline explained the package to Sally's horror, was this what she was sending helpless kids too, did all penny remember their crimes?

"No thank you I would like a room and no one to be nosing around it, I am a very private woman" Sally snapped back and the feline jumped.

"Yes ma'am room 120 will be yours that will be 700 a night and will that be all?" The feline's tail wriggled, what a curious guest.

"No send up some room service, a steak with mashed potatoes and carrots and some spaghetti with a side of sauce and meatballs" Sally laid down the money and grabbed the key leading Phoenix to the room and locking the door. She was safe at least for now

Detective Emilia and her partner reported to scene of a robbery at the center for genetic and biological research, talking to the clearly inept security guard they decided to watch the security tapes. Emilia smiled when she caught footage of Sally breaking into the case and stealing the body, but her sense of interest was aroused as her ears perked. "What are you hiding from me, doctor?"
