A thief from the slums that is trying to escape his fate of being taken in by the police, but when he plans to steal a gem from the city above he finds himself meeting up with the head of the police who unveils some dirty secrets in the city...


The city streets were quiet, lights flickered across the roads from the starships high in the sky. The rich anthros of Sacramone City were flaunting off their wealth as usual, their fancy hover cars flying easily on stored solar energy. Meanwhile down in the slums of the city, the poor wander, stuck to the ground with their inadequate amount of money. Once in a while someone got a lucky break and was able to escape their earthbound nature, but that was a rarity since the police force became oppressive.

At one time, the police were supportive of the people of the slums, often slipping them generous amounts of money in the hopes that the people would catch a break and rise to the life of the rich. But when the new police chief arrived twenty years ago, that all changed, the woman in the force disappeared altogether. People often questioned about what happened to them, from what they were told the women had been put to desk jobs to let the men do the real police work.

At first nothing changed that much, other than the women disappearing the men continued to support the people of the slums. Giving them donations and food to keep their spirits up, but as the weeks after the new chiefs inauguration went on, the police officers started to change. Rather than help the poor, they started to punish them for it, their attitudes became crueler and their punishments doled out daily. Oftentimes the men of the house would be taken for no good reason other than being poor, once taken the men wouldn't return.

"I'm lucky though..." Theodore muttered to himself as he slipped across the road, the fox smiled to himself as he picked the door to an abandoned house. The young man's mother had been careful when raising the young man, she had enrolled him not as a boy, but a girl. Taking care to teach the young cub that he was to act as girls did, else he would be easily picked off the streets by the police force. Much of the slums community knew the fox's real gender, but they kept that private from the police force.

Theodore often pulled off being a girl better than the other girls, having been raised by the book on female etiquette from his mother. As he grew older, they feigned a illness that robbed Theodore of his voice, so that he wouldn't have to talk and give away his deepening voice. The police never caught on, and as Theodore went through school he saw many of his male friends get taken away, more and more every year.

But the fox never gave in, praying that he might get enough money to ascend to the rich anthro's world and not have to worry about being taken any longer. On his graduation day, Theodore had been lucky. That day the fox really had been sick, having to miss his own graduation. That day, the police did a full check of every student who went, and many students who like Theodore had been concealing their gender, had been found out and were immediately taken away.

Knowing that the police may have come in to check on him, Theodore swapped spots with his cousin who was able to deceive the police easily. Theodore's mother had nearly passed out in relief when the men left and thanked her niece several times before she left, allowing Theodore to come out once more and lie in bed for the duration of his sickness. The ordeal put a lot of stress on the family, and many times the two had to move as the police started monthly checks.

Theodore and his mother lasted for two years, before the vixen caught an illness that robbed her of her life. Theodore grieved for his mother as long as he was able, carefully taking her body to a mortician taking care not to let his face been seen, and slipped away in the dead of the night. From then on, Theodore turned to a life of crime, knowing that without some sort of income he would never ascend to the rich city above.

Thievery became second nature to the fox, at first he had been terrible, he had been nearly caught far too many times for his liking. Thankfully he had been able to escape with minimal glimpses of him being caught, after a while he had gotten down the art of blending in with the shadows.

Theodore found himself becoming a nobody, no one recognizing him as he had become adept at making himself look practically invisible even in the most visible of places.

Sneaking into the abandoned house, Theodore pulled his scarf away from his mouth. He had taken to doing so in an attempt to disguise himself. Recently the police had started setting up security cameras, he had been labeled by the police as, "The Maltrian scoundrel."

The name was based upon one of Theodore's heists, it had been two months back. Theodore had heard about a statue called, "The Maltrian Angel". It had been a gorgeous statue made out of pure diamond, it had been on showcase in the rich haven. That had been the first time Theodore had ever ventured into the rich part of the city, it had been a dangerous escapade, Theodore had stolen a police cruiser and had used it to fly himself into the rich city.

It had been a scary ride to say the least, having never flown one Theodore had done a good job of destroying the cruiser before arriving at the museum where it had been put on display. When the fox had slipped into the museum, he didn't know how high tech the city really was, as he entered the security team had been alerted of his presence.

Sneaking into the main room where the statue was, Theodore gawked at the size of the angel. Taking care not to be seen by the guards in the room, Theodore was able to sneak the statue off of its pedestal before the security guards had been told on their walkie talkies about the intruder. But by that time, the fox was sprinting towards the exit, though not before they had captured a picture of his uncovered face.

Since the heist, Theodore's face was plastered across the walls of both parts of the city. With the amount of money being given away for his capture, Theodore was sure to be given away by any member of the slums for the chance to escape their hellish home.

After scanning the room, Theodore sighed in relief as he took a seat on a dusty chair in the house. As he relaxed he felt a pair of hands rub his shoulders, "So, you beat me here for once."

Looking back, he looked into the soft smile of his girlfriend, Denara. The leopardess chuckled, "I've been here for two hours hun, you're slow."

Theodore laughed, "Well, that happens when you're wanted all around the city." The couple kissed.

"So, what did you steal this time?" Denara asked with a sly wink.

Slipping a ring out from his cloak, Theodore held it up for the leopardess to see. "This, is a one of a kind diamond ring. It was made by a master craftsman, his last piece actually. What makes it so different is the fact that engraved on every facet of the diamond is a letter spelling out..." He held it up, and let the dim lighting catch the facets of the diamond to spill out on the floor saying the words, "I love you".

Denara gasped, "Oh... Theodore..."

The fox grabbed her paw and slid it onto one of her fingers, "For you... my love."

Tears slid out of her eyes as she wrapped her arms around her boyfriend, "Theodore... I... I can't..."

"Shh..." Theodore whispered, "It's alright."

The pair stayed in the position for a while longer before slipping off into a bedroom in the back, "We'd best enjoy our time together while we can, tomorrow I'm going to be going back up to city to steal "vitrum corde", the crystal heart. It's on display in city hall, I'll pick it up and bring it to the black market in Satiriz Street. It'll take me about a week to get there, so I'll be back in two weeks."

The leopardess smiled, "Alright, I will wait for you here my sweet." The pair kissed as they slipped into bed.

Sliding out of bed early in the morning, Theodore was out the door before Denara awoke. It was the way he had always left, he couldn't stand the thought of her trying to follow after him. Outside the house, he pulled a sheet off of a concealed cruiser that he had stolen a while back, he had stripped any trackers that had been installed so that he couldn't be followed. Climbing into it, Theodore flew towards the top side of Sacramone City.

Flying into the midst of early morning traffic, Theodore put his scarf over his mouth just in case someone looked his way. As the fox flew his ship towards town hall along with the rest of traffic, he didn't think twice about a ship that tailed him. As the fox landed in front of the city hall, he slid out of his car with a quick glance around. He couldn't be too careful in the city, especially with his reputation.

Skirting the edges of the crowd gathered for the unveiling of the jewel, Theodore noticed the odd activity of the police. In his many heists, Theodore had noticed the same odd behavior around the police. When the public wasn't watching them, they would do small things, like holding hands and the occasional kiss. The fox knew something was wrong with the police, and he chalked it up to the change twenty years back.

Slipping between an elderly couple, Theodore watched as the mayor stepped out from the building with a large grin on his face. "Welcome! My fair citizens of Sacramone City, thank you all for coming to this most important day!"

Far back near Theodore's car, the car that had been trailing him had parked. Stepping out was a handsome coyote, his eyes shimmered a dark color as he walked towards one of the policemen. His clothes rippled and a hologram dropped revealing his police uniform, "The one in the cloak." He muttered into one of the other policemen's ears.

All of the police straightened up as the report came in through their earbuds, Theodore didn't notice the change in atmosphere though, his eyes were locked upon the veil. When the sheet was pulled to reveal the gem, he would rush in, snatch it, and run on his predetermined path. The sheet was pulled, and the fox was off. He pushed through the crowd and sprinted towards the mayor, shocking the older man as he pulled his cowl low. He smashed the glass hiding the gem and... "What?!" Theodore shouted in shock, beneath the glass sat nothing.

The mayor chuckled, "Caught you." His appearance changed to reveal not the mayor, but the chief of the police. There was a round of chuckling from the gathered audience as each and every one of them changed into police officers.

Theodore was silent as he turned around, each of the police officers had a nasty grin on their faces. "How?" He asked.

"Oh, it was simple. You see, we had a bit of a spy..." The chief said, "Your pretty girlfriend decided that she wanted out of the slums, so she ratted you out. We had her feed us each of your heists, though we didn't try to inform the men of your presense as we wanted to make sure that you weren't just some fake. But when your girl continued to feed us the right info, we decided to set up this whole thing. We had the information spread across the channels that we knew you followed, and lo and behold, you're here." The chief had a nasty grin on his face, being a raccoon his eyes glimmered as if he'd come across a particularly tasty treat.

Theodore thought about running for a moment, and he nearly did too. But from behind, the coyote from earlier approached him and aimed a taser as the small of his back and pulled the trigger. Theodore went down as sparks of electricity arced through his body, the fox was out by the time his head hit the ground.

"Fuck..." Theodore grunted, he felt like someone had taken a bat to his head. He reached up to rub at his head, but was stopped by the zip tie holding his arms down. "Oh... oh shit..." He grunted, looking around himself he saw that he was in a black room save for the one light hanging over him. "A bit cliche..." He muttered to himself.

"Sorry, we kinda like cliche..." Theodore looked over to see a coyote entering the room followed by the chief, "Good to see that you're awake handsome." The coyote said with a wink.

A shiver went up Theodore's back, the police chief and the coyote walked in front of him. In the coyote's hand was a syringe, "What is that for?"

"You'll find out soon enough." The police chief said with a grin, "So... you're the Maltrian Scoundrel. I'm honestly shocked that you've made it so long without being found by the police, you must have some good friends..." He chuckled, "But then again, your girlfriend ratted you out."

Theodore glared at the chief, "What did you do to all of the men that lived in the slums? You took every one of them away, including my father." His words were practically growls.

The chief smiled as he slowly circled the trapped fox, his footsteps sent shivers up the fox's back, they seemed ominously loud. "I'd best tell you a story, before I tell you that." He stopped behind the fox, facing away from the chair. "I was once from the slums myself, a petty raccoon doing anything to escape that damned jail."

He went silent, thinking over his own story. "My parents were thieves, both of them scrounging for gold, trying to get enough money to send me out of there. The proceeds from the police helped a lot. It took my family seventeen years, but they were able to get enough money to send me up here, and get me into the police academy."

The coyote was standing in front of Theodore, watching him with an eerie smile. The chief went on, "At first I was so excited, being able to serve with the men and women who had supported my family enough to be able to send me up top. But... but what I didn't find out until I graduated, was where the money was coming from."

Theodore's ears perked up, he had always wondered where the money came from himself. "The money was coming from the mayor, I was amazed at first, I couldn't believe the mayor would do something so charitable. So once I graduated, I ran to the mayor's office, wanting to meet the man doing it."

The chief sounded excited for a second before it cooled into a cold voice, "When I ran in, I found three people in there. I felt a bit nervous, so I hid from sight." There was a moment of silence, "The leader of the slums, the police chief, and the mayor were all together." Theodore knew of the leader of the slums, she had always told all of the men of the slums to work their hardest so that one day they could earn enough money to make their way to the rich part of the city.

"What I saw, was the mayor, taking drugs from the leader of the slums, who in turn was giving her money to the police chief who was planning on giving that very same money to the people of the slums." A shiver ran up Theodore's back, the leader had the money to let them all free?! "At first I was curious why the leader recieved nothing in turn, but I found out she got the most out of the deal. Every time the police gave away money, they dropped hordes of prisoners into the slums, their minds having been wiped, so that they could repopulate the slums so that the leader had more people to profit off of."

Theodore's mouth dropped open, it couldn't be true... "So..." The police chief said, "I realized how corrupt the system really was. So I worked my ass off, climbing my way up the ladder of the police force until I reached the top, I arranged a little... accident, to happen to the police chief so that I could be promoted to police chief. When I got there, I made some immediate changes to the force. First, I wanted all women to be put on desk jobs. It was obvious that they were as corrupt as the women were in the slums, they had all the power."

The chief's voice was full of contempt, "Truth be told... I've always been gay, I never liked women much. But it wasn't until I found out about the corruption of the system at how corrupt women really were. My next changes were to... change, the police force a little. I found that they were too attached to the women to just let them go as I wanted them to, so I concocted a little syrum. Not only did it rid the men of their affixation with women, but it made them stronger, completely loyal the police, and it made them gay."

The fox in the chair grunted in disgust, "Why!? I known you hate women, but why make all of the men working for you gay too?"

There was a moment's silence, "To be honest? It was a selfish little fantasy of mine, I've always imagined a fully gay police force, I was a bit perverted when I was younger. This just let me live out my fantasy. So, as you can imagine, when I found out that my potion worked as such, I had an epiphany." It started to dawn upon Theodore, the fox started to tug at the zip ties, fear started to nibble at his heart.

"If I could make my police force as such, I could make all of the male prisoners in the jails police men, completely loyal to me..." Theodore was now ramming his back against the chair as he tugged at the zip ties, trying desperately to escape from his bonds. "Then I realized, if I could do that... I could free the men from the slums, and make them all police, creating an army against the mayor's own private police force. As well as a barrier against the slums!"

At this point, the coyote approached Theodore. "Now, it's my turn." He said, his smile wide as he kneeled in front of Theodore. By this point the fox had worn himself out, he panted in exhaustion as he looked at the coyote. Digging a swab out from within his pocket, he dabbed a one of the fox's arms. "Do you remember me Theo?" He asked as he prepared the needle.

"No, should I?" Theodore asked, but the name Theo did ring a bell...

The coyote chuckled, "I supposed you wouldn't... you see Theo, you missed out on our graduation. They found out about our little trick..."

Theodore felt his heart stop, he recognized him now. Back then, the coyote had been his best friend also masquerading as a girl. "Ted?"

The police man smiled at his old friend, "Yup." He lifted the syringe and pulled off the lid, "You know, at first I resisted as hard as I could..." He flicked the edge of the needle, "But as the serum set in, I felt sooo good." He chuckled, "It made me much stronger, I could never imagine going back to the way we lived before. But there was one regret that I could never get rid of, one face that I was always able to remember. God... whenever I thought of that face, I got so horny."

The fox gulped as Ted ran his open hand along his cheek, "It was yours. When I heard your name uttered by that whore that ratted you out, well... I just had to see. So I came to every one of your heists, I saw how well you did in avoiding the others. And well..." He chuckled, "I knew that you had to be mine."

Theodore bit his lip, "Ted... please don't. Let me go, we can get away from this."

Ted shook his head, "That's the thing Theo. I don't want to run away, i just want to stay here, with you..." He smiled, "That's how it's gonna be." Theodore yipped in pain as the coyote dug the needle into his arm and pushed the syringe, the serum felt like ice as it traveled through his veins.

Ted pulled the needle out as the chief started towards the door, "I'll leave you two alone." He grinned back at the pair, "His new clothes are in the locker Ted."

The coyote smiled up at the raccoon, "Thank you sir." As the chief walked out, Ted smiled at the fox who only glared at him.

"I won't change..." Theodore hissed between his teeth.

Ted chuckled, "That's exactly what I said, but believe me hun, you will." Theodore didn't want to say it, but he could already feel the changes, it felt as if his muscles were on fire, as if he had been pumping iron for hours upon hours. His dirty clothes were growing tight on his growing body, his body growing fit from the serum. Ted ran his hand down the fox's lap, lingering for a moment over his crotch.

Theodore hated to admit it, but the touch felt wonderful, the strong hands grasping at his cock... Theo was digging around in his memories, before he had been captured Ted and he had been running from the police when Ted had been picked up. Why had he been picked up again? The chief had overseen his training, and creating a loyalty that Theo felt even today.

Ted finished buttoning up the fox's pants as Theo came to, the fox blinking a few times, swaying a bit before blinking away the weariness. He looked down and smiled as he saw his boyfriend, "What're you doing down there big guy?"

Standing up, Ted and Theo were now the same height due to the serum. Ted smiled, "Just admiring your... weapon."

Chuckling, Theo wrapped his arms around Ted. "Well, I'm sure we can do that after work. But I guess I can fit this into our schedule..." He kissed the coyote who gladly reciprocated the motion, glad that the serum had worked so well. After the kiss, the pair both pulled on their hats and walked out, holding one another's hands.

The chief was writing down a report as a fox walked in, locking the door behind him. "Sir, you wanted to see me?" The fox said.

Looking up, the raccoon motioned for the fox to sit. "Yes Paul."

The fox sat, "What would that be sir?"

"Two orders of business." The chief stood and faced the window, "Your son has finally come to join us Paul."

The fox sat up, his face splitting into a grin. "Really?! You finally got him?! That's fantastic!"

Turning around, the chief smiled. "Yes, I thought you might like that news."

Paul shivered with excitement, "And what's the second order of business sir?"

The chief pulled his hat off, "Well Paul, it's been a long day. I thought we might just stay in here a bit and..."

The fox's eyes glittered with excitement as he pulled off his hat as well, "Ah... well then..." He stood up and pulled the shades down over the door's windows, "I think we'd best have some privacy... shouldn't we Jeremy?"

Jeremy smiled, "Yes, I think when we have some time, we should tell your son about his father..."

Paul laughed, "Well, why wouldn't I tell him about my new husband? Though, I'm sure he'll be busy for a little while with Ted. He has been waiting for a long time."

Jeremy's eyes glittered as he kissed the fox, "Yes, I'm sure he is."
