Well, ya'll know what incest is right? You ought to in this world, cause if you happen across this city or any of its mercenary gangs, you'll find out real quick...
Incest City is built around the belief that the family that plays together, stays together... and that depravity begins at home. If you find yourself walking into the city limits, that's exactly what you'll see on the old billboard that they put up.
In this city, you won't find anyone that isn't a relation to someone else... and if they have a relation, they've had some form of sexual interaction with that relation... in other words, every person in the city has committed incest.
There is no such thing as rape in this city... at least not in the traditional sense of the word. Once you're inside the city limits, anything is permissible as long as it occurs between relations... rape only exists if you try to force yourself on someone not related.
The City was founded in years past by George Hemings, his wife Alina, and their children Adam and Mary. At that time there was no method of communication left between survivors... and George believed that the only way for the Human race to survive was for them to inbreed. The genetic problems stemming from inbreeding had long since been eradicated by science, as an accident when the Human DNA was being purified during the 2100's.
At the core of what used to be a suburb of Chicago, the Hemmings' set about building their new world. Breeding of George's wife and daughter began in earnest, courtesy of himself and his son... and slowly their family grew. For years there was no contact with survivors, only the attacks of the creatures spawned by this disaster.
Eventually other survivors began appearing... and the Hemmings' were forced to adapt. The population of their little group began to grow, as other families joined them. George didn't want the bloodlines mixed however, and so he and several other family heads came together, and organized into a 'city'.. putting together laws against sexual interactions with those outside their families.
As it is today, if you try to enter Incest city, without having a relation of some kind with you... you will be either thrown out, or if you are a female, kept in the holding pens from where you will be shipped to rape or slave city for distribution, in exchange for supplies needed by the families.
If you do have a family or relative with you... then you are in luck! Provided you abide by the laws, you are allowed to go anywhere and do anything you want in the city. Nothing is out of the question between family members... and in this city, as in all other cities of this new world... females are submissive to males.
