Stampede was actually the first hero I created in this universe, but he didn't start out being so ruthless. When Mighty Steel and Wendigo were created as real forces of public good, Stampede became more like Batman or The Punisher.

Defense Council Personnel Profile

The following information has been designated level six classification. The following Defender is considered extremely dangerous. Any Destructive Incidents involving this Defender should be reported immediately to Defense Council administration using the DI form (89B).

Known History: Mr. Cooper first appeared in our records seven years ago as "Stampede" when he savagely halted two criminals fleeing from a violent robbery. The incapacitated suspects were found by police during a routine sweep of the blocks near the robbed property with cracked ribs, broken limbs, and severe bruising. The stolen goods were found in an organized stack nearby. At this time, Cooper did not use any of the supernatural abilities described above in his vigilante activities.

For two years, Cooper increased his vigilante efforts and became highly skilled at identifying and stopping violent crimes before they could happen. During that time, Defense Council investigators discovered "Stampede's" true identity and began expanding his profile.

David Cooper is the drummer for the heavy metal band "Iron Winter" and has had a tumultuous personal life. His parents still live in the city, though he rarely associates with them. Cooper was unable to keep a steady relationship in the first two years of our observation most likely due to his leaving in the middle of the night to engage in vigilantism. Of particular note, Cooper was romantically involved with Alexander Dreyfus wealthy son of Thomas Dreyfus, owner of the research and development firm, Northsci Incorporated.

The Defense Council reached out to Cooper during the third year of his vigilante career, when it became clear that he had stumbled upon a large crime syndicate. He refused to register as an official Defender at that time, citing a desire for independence despite the legal protection and practical benefits the Council offered. Despite Cooper's refusal to join, the Defense Council did step in on several occasions to prevent legal action being taken against him. After Cooper made a particularly daring raid on Polywave Science Laboratory, owned and operated by the syndicate in question, which resulted in a massive explosion, he dropped off of the Defense Council's radar and was presumed dead.

However, he resurfaced one year later at an "Iron Winter" concert once again as their drummer and submitted an official Defense Council registration application.

Ability Details: During the physical examination's speed test, the high-speed cameras observed Cooper "floating" several inches above the ground as if surfing on air at transonic speed. It has led the ability analysis staff to theorize that he possesses a unique form of flight or super speed. Further, Cooper cannot perform this feat without specific vocalizations or gestures beforehand such as a shout or loud clap. It also appears that he can naturally withstand the G forces from such fast acceleration, movement, and deceleration.

During awareness tests, Cooper could discern objects in a completely dark environment with mixed results. The analysis staff suggests that he senses vibrations in the air or through the ground, however, this ability appears limited by his inexperience in zero light environments. For example, he could not detect fast-moving objects such as bullets in motion until after they had passed him, but could detect and identify the firearm as well as estimate with reasonable success the trajectory that said projectiles would take before being fired.

Cooper also possesses the ability to strike with excessive force. Strength test results were slightly above average for a person of his height and weight likely due to strength and martial training. However, during the combat test, he completely destroyed a striking test machine rated for strikes of up to eleven thousand tons of force. The diagnostics read over twelve thousand tons of force in the millisecond before the machine's destruction. Maintenance crews have been notified of the damage and are working to repair the hole in the wall of the testing facility caused by the remains of the machine as it exited the building. The analysis staff suggests that Cooper may be augmenting his strikes with sonic speed, making him one of the deadliest applicants to have ever been tested. For comparison, Class S Defender "Mighty Steel" is currently only able to strike with a maximum of ten thousand tons of force.

Despite Cooper's ability to withstand mach one g-forces and the force from his strikes without physical harm, he does not possess any other form of natural invulnerability.

Cooper has refused to speak with any of the psychologists on staff, however, reports from other Defenders and observations of Stampede's actions in the field show that Cooper is antisocial and possibly introverted. He is often apathetic to the feelings of others and his singular focus on stopping criminals by any means necessary could prove to be dangerous to the public should he ever be forced to face a significantly powerful criminal. His pragmatic nature leads analysts to believe that there would be no guarantee that Stampede would not kill a criminal if he personally felt that they were too dangerous to keep alive.

For these reasons, it is recommended by the analysis staff that David Cooper should be considered a high-risk Defender. He should be monitored closely and registered in Class A.
