Defense Council Criminal Profile

The following felon is currently incarcerated in the United City maximum security correctional facility. Initial capture was orchestrated by Michael Farrell, AKA "Wendigo". This felon is considered to be extremely dangerous and should not be approached by any unauthorized personnel without level six clearance.

Name: Charles Von Brecht

Alias: Thunderbolt

Species: Nile Crocodile

Age: 46

Height: 6'6"

Weight: 280 lbs.

Eyes: yellow

Fur/Skin: green

Gender: male

Threat Level: Orange

Known Abilities: Electrokinesis, Molecular Manipulation (Electricity), Energy Absorption (Electricity), Limited Flight, hand to hand combat expertise.

Known History: It is Defense Council policy to, where possible, intercept those with abilities before manifestation. This is to prevent destructive incidents and to also protect individuals from the corrupting influence of suddenly having more power than those around them. However, it is very difficult for even the Defense Council to predict every accident. Such was the case with Thunderbolt.

Charles Von Brecht was a troubled child. Though he was born into wealth, his parents desired a girl, and thus gave him up to an orphanage at the mere age of four. Abandoned by his mother and father, Charles began to resent anyone of authority. He lashed out at the matron of the orphanage and at teachers, police, his foster parents, and anyone who attempted to exert authority over him as a child. He was also teased relentlessly by other children for an apparent attraction to other boys. By the time he had reached age fourteen, he had been sent to juvenile prison three separate times for openly disobeying police and once for lewd conduct in public. Despite these outbursts, Charles had taken a keen interest in invention and was fascinated by electricity in particular.

At age fifteen, Charles was on his way to a fifth stint at juvenile prison, but respected scientist Dr. Josef Torval stepped in and offered to make the boy work off his punishment in his lab. At the time, Dr. Torval was working on experimental alternative energy technology based on the work of Nikola Tesla. He had been given a government grant to do this, and it is theorized that the only reason Charles did not immediately rebel against Torval was due to these experiments.

Torval eventually adopted Charles when the boy turned seventeen, and the two continued their work for several more years, long after Charles' sentence had been met. During his time with Torval, Charles continuously pushed the experiments into riskier territory, and Torval found that he had to constantly reign in Charles' enthusiasm for increased power. Charles was obsessed, though, and several weeks after his twenty-second birthday, a massive explosion completely destroyed Torval's lab. The only remains found at the scene were those of Torval himself, though at the time, Charles was believed dead as well.

Ten years passed and in that time, both of Charles Von Brecht's parents were killed by a single lightning strike while caught outside in a violent thunderstorm. Their estate passed to their daughter, Olivia Von Brecht, who is still currently living in the family home.

When Charles would have been thirty-two years old, a massive blackout left half of United City without power. We now know that this was his doing. Thunderbolt appeared shortly after, beginning with petty crimes such as theft to more serious criminal activity such as assault and attempted murder. Initial video footage of "Thunderbolt" made it clear that he was indeed Charles Von Brecht, and the Defense Council sent Mighty Steel to bring him in. However, it was Wendigo who made Thunderbolt's capture possible. To date, Thunderbolt has remained incarcerated for fourteen years with three escape attempts.

Ability Details: The failed experiment that caused the decimation of Dr. Torval's laboratory has turned Thunderbolt's body into a living battery of sorts. His internal organs will stop functioning entirely if he is not exposed to an electrical current on a regular basis. The charge that his body holds will degrade over time, but if he absorbs a large amount of energy, he is able to sustain himself for longer periods of time before needing to absorb more.

With enough electricity running through his body, Thunderbolt has the ability to expend some of that energy in the form of electrical blasts that are usually projected from his fists or the palms of his hands. After the electricity has been fired, he can will it to follow a target as long as that target remains within one hundred feet from his body. The intensity of these blasts ranges anywhere from the same strength as a static shock, to a stun gun, to a bolt of lightning, and is most likely dependant on Thunderbolt's intent at the time of firing. He can also wreathe his body in an electrical current that damages those who touch him, as well as drop a field of electricity on the ground or in the air that remains active as long as Thunderbolt is within one hundred feet. Thunderbolt also has the ability to fly by projecting himself forward at nearly 750 miles per hour. It should be noted that this ability only allows him to fly in a straight line.

Thunderbolt's ability to manipulate molecules appears to be involuntary and limited to his own bodily function. However, in time he may develop a talent for creating electricity out of "thin air" in a similar manner to Class A Defender Wendigo's ability to create ice and Class B Defender Heat Wave's ability to create fire. Should Thunderbolt manifest such an ability, he would become self-sustaining and his Threat Level must be upgraded to Red or Black.

Through physical contact, Thunderbolt may absorb electrical energy directly from power outlets, power stations, severed wires, thunderstorms, etc. in order to replenish his charge and to fuel his other abilities. While in custody, he is given just enough electricity to maintain normal bodily function with no discomfort, but not enough to allow him to use his abilities to escape. His cell is also insulated from the outside in order to prevent errant electrical current from passing through the walls by accident. Thunderbolt's fighting style is brutal and crude, but effective. He fights as if he is always in a barroom brawl, and while some of the more skilled Defenders would normally be able to best that style easily, Thunderbolt often augments his style with his electrical abilities, making him even more dangerous.

Male psychologists on staff who have interviewed Thunderbolt have stated that he makes each and every one of them extremely uncomfortable to the point that many of them refuse to speak with him. Instead of answering their questions, he was more likely to make lewd remarks about their looks or about various perverted things that he wanted to do to them.

Female psychologists have made much more progress in determining that Thunderbolt has a superiority complex that manifests whenever he is in the presence of other males. He sees every interaction as a game of dominance, especially with authority figures such as doctors, police, or psychologists. While it is probable that he actually is homosexual, it is unclear if his flirty nature is truly how he feels or if it is merely an attempt to get under an opponent's skin and to assert his dominance in the situation. It is reasonable to assume that he has treated and would treat Defender opponents in a similar manner.

Interestingly enough, Thunderbolt does exhibit grief over the deaths of Dr. Torval and his parents. This leads psychologists on staff to think that perhaps he was not responsible for his parents' deaths or that if he was, it was an accident, much like the death of Dr. Torval. It appears that Thunderbolt may be a candidate for rehabilitation should the Defense Council discover a way to adequately limit his destructive nature while still allowing him to comfortably survive.

Because of the above reasons, the Defense Council analysis staff recommends that Charles Von Brecht, AKA Thunderbolt, be designated threat level Orange and be placed in solitary confinement, under constant surveillance.
