#2 of The Phoenix

This is really fun to write :D Hopefully I'm getting the characters down... besides my own of course...

"So let me get this straight, Officer Hopps; the Phoenix Security guys are arresting aggressive animals?"

"Well... they are arresting aggressive... prey..."

"And these aggressive prey, they probably attacked the Phoenix guys, right?"

"Well... they don't have the authority to-"

Chief Bogo would sit up before he says, "Lionheart gave them the authority to do so, only if the aggressive prey attacked them. It would seem they are doing their jobs right after all. Don't you agree?"

"But sir-"

"I asked if you agreed."

With a sigh, she would slowly nod before saying, "I agree... sir."

"Good. Officer Hopps, I know having these Phoenix guys in Zootopia is hard for you. It's hard for me, but please, just try to get along with them. They are only here temporarily, okay?"

"Okay sir..."

"Good. Now then, go on and do what you do best."

If anyone were to ask why all the Phoenix Security members were canine, from coyotes to wolves, his answer would be simple; loyalty, pack mentality, great hearing, and an amazing sense of smell.

Ranger and Gary were walking through the halls, looking into the cells that Phoenix Security had set up rather nicely... though that meant they were using the cells the insane once used.

As the two walked, they would turn their attention towards the moose, who was glaring at them. "Why am I here," he would ask, a hint of anger in his voice.

"You were aggressive towards Phoenix Security members so we had authority to detain you."

"You have no authority here. You are just some corporation that hires would be cops who flunked the police academy."

Ranger and Gary both stood there insilence before Gary turned to Ranger and says, "I didn't flunk the police academy..."

"I didn't either... I'm not sure what he's on about..."

So Gary would turn his attention towards the moose before he says, "I'm not sure where you heard that, but just to educate you on things, we all passed the police academy, bucko."

He would smirk, only for the moose to say, "Then that means you were too useless to have as a police officer."

Gary would straighten up, his proud smirk wiped clean off his face as he began to whine, ears folded back. Ranger would place a paw on his shoulder before he says, "There there buddy, it's okay, don't listen to the mean ol' moosey. He's just jealous that you're one of the greatest security guards out there."

Gary smiled and, turning his attention to Ranger, he asked, "R-really? D-do you really think so?"

"Mhmm, now let's head back up to our rooms. We'll play some poker and have a bit of fun and the like. Does that sound okay?"

"Will there be belly rubs?"

"Sure...," to which Ranger led the white wolf away from the cells, taking him upstairs.

"Alright Gary, we have a question for you," asks Larry as his paw rested on his cards.

"What?"

"We moved your seat so that you weren't winning all the time. And the question is; I have three of a kind. Ranger has four of a kind. Victor here has three of a kind. How did you get a royal flush?"

Gary would look down, staring at his cards underneath Larry's paw. A Ten of Hearts, a Jack of Hearts, a Queen of Hearts, A King of Hearts, and then an Ace of Hearts. So he would shrug before looking up at Larry. "Guess I'm just a lucky wolf."

"Yeah, I guess... alright lucky wolf, what will it be today?"

Gary placed a paw on his chin and, leaning back, he began to think. What could he do to them? All the sudden, it was as if a lightbulb went off in his head.

"Belly rubs!"

The three wolves just stared at Gary before Ranger asks, "What about them?"

"You three will give me a belly rub!"

The three wolves looked at each other before Ranger said, "Gary, that's for later. Choose something else."

So, looking defeated, he would say softly, "Oh... well... foot rubs?"

"You want your feet rubbed?"

"Well... if I can't have my belly rubbed, might as well go for the next best thing."

With another sigh, Ranger would say, "That's also for later. Say something else."

That's when Gary's head slammed into the table. He would mumble something, to which the three other wolves' ears perked up, trying to figure out what he said.

"Erm... Gary? You okay?"

His response was more unintelligible murmuring, the other three perking their ears to figure out what exactly he was saying. With a little more mumbling into the table, Ranger would shrug before he asks, "Who wants doughnuts?"

Nick and Judy were patrolling the center district of Zootopia, looking for aggressive animals going at each other's throats. As they turned a corner, they spotted three Phoenix Security vehicles surrounding a bear and an elephant.

Slowing to a halt, Judy and Nick would soon step out of the vehicle, approaching the seven canines, six of them with stun guns aimed at the two.

"Excuse me, what is going on here," Judy would ask as she approached one of the wolves. Turning his head, he wasn't sure where the voice was till a "Down here" brought his attention downwards, his eyes locked on the bunny and fox police officers.

"Back off, we have this handled."

Nick would sigh before he says, "You shouldn't have done that..."

"Why," the wolf would snap, his attention locking on the fox.

"Well, according to authority, Zootopia Police Department has authority in all potential crime scenes, cases, and potential arrests. Since you are a security firm, which no disrespect given, you have no authority whatsoever so... bye bye moon howler," and she would cross her arms and smirk.

The wolf stared at her for a moment before he turns his attention to his superior and says, "Alex, er... I need help over here... please..."

The wolf in the middle would bark an order, making sure all stun guns remained on the elephant and bear before he made his way to where the wolf and the two ZPD officers were. On approach, he spotted them and, with a growl, he says, "Beat it carrot muncher. You too sly fox."

"Well thanks for the compliment, you truly are a natural speaker," Nick would say, crossing his arms as his tail stiffened.

"Carrot muncher? You'd think we have enough problems, but now we have police academy dropouts who are the biggest bigots when it comes to resolving tension."

The wolf named Alex would take a step back and, paws extended, he would quickly apologize. "No no, not what I meant by that, my apologies ma'am... er... we have these two under Phoenix Security custody, authority was granted by Lionheart... I... er... I would love to hand this over to you, but unfortunately, I'm the one who has to deal with the paperwork..."

"Can you at least give me the details of the acts of aggression?"

Alex turned to the other wolf and, ears folded back, he would let out a whine before he says, "I... er... well... the bear and the elephant got into a squabble... we came in to resolve the fight, but the elephant nearly injured one of my men so..."

"No I didn't! You lot came around here with your stun guns raised just because Dave and I got into an argument!"

Alex would fold his ears back and, shriveling down a bit, he raised his paws to his chest in submission, his focus returning to Judy. "Er... well... uh... I'm sure Lionheart wouldn't be upset if I told him ZPD got here first... er..."

He turned towards the other wolves before barking out commands, to which they lowered their stun guns before getting into their vehicles. Alex would turn to Judy before he says, "Promise me that you won't tell anyone about this... please..."

"I'll think about it," she responds, walking past him, Nick following along. The wolf would sigh before getting into one of the waiting Phoenix Security cars, closing the door before the vehicle took off after the other two.

The elephant and the bear would soon relax as Judy approached. "Thank heavens that you showed up when you did. We were afraid those mutts would take us away for good," the elephant would say, relaxing a bit.

Ears perking up, Judy slowly approached the elephant before asking, "Take you away? How many others have they taken away?"

"Well... let's see... there was that moose last week who told the tiger that he didn't agree with the security people... er... I believe his name was Aki... the tiger's name is Aki. He told me he got into an argument with the moose and the wolves took him away. Then there was the giraffe, then the bear... if my memory serves me well, they have at least twenty in their custody."

"Wait... they have arrested predators too?"

"Indeed they have. From lions to bears to tigers. Oh my," and she would giggle slightly.

With a slow nod, the bunny officer placed a comforting paw on the elephant's leg. "It's okay, my partner and I... we're going to put a stop to this. They have no authority when it comes to arrests... and what they are doing is wrong."

"Thank you officer... it means a lot..."

With a smile, she turned to Nick before she says, "Let's bring this up with Chief Bogo... or at least the arrests that those wolves have done."

"Do you think that's a good idea, carrot? I don't know if he would approve of that... mostly because he doesn't approve much of anything."

"I'm sure it will be fine. What's the worst thing that can happen?"

"No!"

A large hoof would slam down onto the wooden desk, either tipping over or causing other items on his desk to fall off. The rabbit jumped slightly, her focus now locked on the water buffalo.

"Look Officer Hopps, we cannot just go and break down their front door. You might as well ask me to knock down Lionheart's front door. They are not necessarily doing anything illegal and they are here working under our mayor's orders."

"Sir..."

"What?"

"What if my partner and I-"

"Stop right there. I know what you are about to say and I do not approve of it."

With a sigh, she would look up at Bogo before she says, "I guess I'd better-"

"I said I didn't approve, I never said you couldn't go."

Judy arched her brow in confusion, trying to figure out what the water buffalo was actually saying. "Um sir?"

"Officer Hopps, you do not have my permission to go investigate Cliffside, but... well... for once, I'm going to just turn a blind eye. Don't get caught."

"We won't sir!"

Sighing he watched her leave before he would ask himself, "Did I just make a really big mistake?"
